基于供给侧结构性改革思维的高等中医药院校通识教育改革研究*——以浙江中医药大学为例

摘要: 供给侧结构性改革思维为高等中医药院校通识教育改革研究提供了一个独特的视角。从通识教育供需互动平衡的角度看,无论是供给理念,还是供给内容、供给渠道、供给方式、供给保障等方面,都还不能有效满足和适应卫生健康事业发展和学生成长成才的需求变化。浙江中医药大学 2016 年开始实施新一轮本科专业人才培养方案,加强了通识教育的顶层设计,坚持以供给侧结构性改革思维为指导,重视突出供需地位平等、沟通理解以及双向互动,致力于构建供需互动平衡的通识教育模式,从而克服“供给决定论”或“需求决定论”两种模式所带来的种种弊端,为高等中医药院校通识教育的改革和创新作了有益的探索。

Abstract: The supply-side structural reform thinking provides a unique perspective for the study of general education reform in higher education institutions of Chinese medicine colleges and universities. From the perspective of the balance of supply and demand interaction in general education, no matter the supply concept, supply content, supply channels, supply methods, supply guarantees, etc., it cannot effectively meet and adapt to the changes in the health care industry and the growth of students’ needs. In 2016, Zhejiang Chinese Medieal University began to implement a new round of undergraduate professional training programs, strengthened the top-level design of general education, adhered to the supply-side structural reform thinking, and emphasized the equality of supply and demand, communication and two-way interaction. To build a general education model of balance between supply and demand, thus overcoming the shortcomings brought about by the two modes of “supply determinism” or “demand determinism”, which is beneficial to the reform and innovation of general education in higher TCM colleges and universities.
