基于DEA模型的高等中医药院校科研效率评价与分析

Evaluation and analysis of scientific research efficiency of TCM universities based on DEA model

摘要: 高等中医药院校是中医药事业发展的重要载体,运用数据包络分析(DEA)方法,选用CCR与BCC模型对我国24所中医药院校2017年科研工作进行投入产出分析,分别得出各高校的综合效率、纯技术效率和规模效率,根据BCC模型投入和产出为导向计算出的松弛变量值,为非DEA有效单元提出改进方法和措施。24所中医药高等院校中有5所高校达到DEA强有效;19所非DEA有效高校中6所纯技术效率值为1,达到纯技术有效;10所高校处于规模递增阶段,9所高校处于规模递减阶段。

Abstract: Higher TCM colleges and universities are important carriers for the development of traditional Chinese medicine. Using data envelopment analysis (DEA) method, CCR and BCC models are used to analyze the input and output of the research work of 24 Chinese medicine colleges in China in 2017. The comprehensive efficiency, pure technical efficiency and scale efficiency of each university were concluded. Based on the input and output of the BCC model, the value of the slack variable calculated, and the improved methods and measures for the non-DEA effective unit. A total of 5 colleges and universities in 24 Chinese medicine institutions have achieved strong DEA effectiveness; among the 19 non-DEA effective colleges, 6 have pure technical efficiency values of 1, which are purely technically effective; 10 universities are in increasing scale, and 9 universities are in scale declining phase.
